Senior Minister Ieng Mouly Presides over the Consultation Meeting on the Progress Report on HIV and AIDS Response in 2024

On Friday morning of August 1, 2025, from 8:30 a.m., at the meeting hall B of the National AIDS Authority, His Excellency Senior Minister Ieng Mouly, Chair of the National AIDS Authority, presided over the opening of a Consultation Meeting on the Progress Report on HIV and AIDS Response in 2024.

The meeting was held to follow up on the implementation of the National Policy for Ending AIDS and the Sustainability of HIV Program for 2023-2028 by discussing and consulting on the draft report in order to improve or adjust before officially submitting to the Royal Government. Participating in the meeting are: Excellencies, Lokchumteav, Chair, Vice-Chairs, members and representatives of the Interministerial Working Group to Follow Up on the Implementation of the National Policy for Ending AIDS and the Sustainability of HIV Program for 2023-2028 from relevant ministries/institutions, as well as the top management of the National AIDS Authority.

Opening the meeting, the Senior Minister stated that since March 15, 2024, after the Council of Ministers officially announced the launch of the National Policy for Ending AIDS and the Sustainability of HIV Program for 2023-2028, the National AIDS Authority has led and coordinated the implementation, with the participation of all relevant sectors at the national, sub-national, national and international partner organizations, civil society organizations, representatives of people living with HIV, and key population representatives, in a multi-sectoral response to HIV and AIDS in Cambodia. In 2024, Cambodia achieved two global goals with results of 92-100-98 out of the three global goals of 95-95-95 and has continuously reduced the rate of new HIV infections.

The Senior Minister highlighted that the report to the Council of Ministers was prepared by using a methodology with specific indicators as follows:

Establishing AIDS committees in all ministries, institutions, capital, provinces, cities, districts, khans, communes and sangkats.
The AIDS Committee prepares an action plan to raise awareness about AIDS and non-discrimination against people living with HIV, and submits a budget request to the Ministry of Economy and Finance.
Inclusion of representatives of people living with HIV, key populations, and representatives of NGOs or civil society organizations in the AIDS Committee at all levels.
Designating key populations to receive PrEP services.
Providing Health Equity Fund Cards (HEF Card) to people living with HIV and key populations.
Effective use of national budgets.
Integrating private sector prevention, treatment, and care services into the national health system.

Before concluding, the Senior Minister expressed his hope that a comprehensive progress report on HIV and AIDS response in 2024 will be prepared and submitted to the Council of Ministers in August 2025.
