His Excellency Ieng Mouly has been serving as Senior Minister in charge of Special Missions and Chairman of the National AIDS Authority (NAA) since September 2013, throughout the 5th, 6th, and 7th legislatures of the Royal Government of Cambodia.
Key Government Positions Held
- 2008–2013: Senior Minister assisting the Prime Minister on Mine Action Affairs. August 2012 – September 2013: First Vice-Chairman of the Council for Agricultural and Rural Development (CARD).
- 1993–2008: Chairman of the Governing Council of the Cambodian Mine Action Centre (CMAC). In August 1993, he became the first Cambodian national to occupy the post of national director of CMAC.
- 1993–1998: Minister of Information and Member of the National Assembly (1st Legislature). As Minister of Information, he was one of the architects of the Cambodian Press Law.
- 1990–1993: Member of the Supreme National Council (SNC) of Cambodia, and one of the twelve Cambodian Co-signatories of the 1991 Paris Peace Agreements on behalf of Cambodia.
International and Regional Roles
2023–2025 and 2026–2028: Elected Member of the Programme Coordinating Board (PCB) of UNAIDS, by the United Nations Economic and Social Council (ECOSOC).
2014-2016: Elected Chairman of the Country Coordinating Committee (CCC) of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) in Cambodia, and re-elected unanimously in early 2016 for another term (2016-2018).
April 2018: Elected Board Member of the Global Fund in Geneva, Switzerland, representing the West Asia Pacific constituency. November 2018: Elected Chair of the Intergovernmental Expert Group on AIDS for the Asia-Pacific region (2018–2019), representing governments from 23 countries.
Education and Academic Background
- Graduate in Commerce and Accountancy from the Royal University of Phnom Penh.
- Studied at the National Institute of Economic and Accounting Techniques (INTEC–CNAM) in Paris, France (1974–1976).
After the Khmer Rouge seized power, he became politically active. In 1982, he left France to join the Khmer People’s National Liberation Front (KPNLF). In 1988, he become the secretary general of the KPNLF.
In 1997, he was awarded the degree of Doctor of Humane Letters (Honoris Causa) from Armstrong University, California, USA.
Participated in leadership executive training programs at the John F. Kennedy School of Government, Harvard University, USA —
“Leadership for the 21st Century” (2001) and
“Strategic and Management of Regulatory Agencies” (2003).
Publications and Intellectual Contributions
Authored articles in Khmer and English on freedom, democracy, and human rights such as Cause of the Suffering and the Options of a Strategy to Rebuild the Khmer Society, published by the Buddhist Research Center of the Khmer Buddhist Association along the Cambodia–Thailand border during the 1980s.
Contributed articles to the Mine Action Journal of the James Madison University, USA.

Recipient of the Medals
- National Merit and Grand Cross of the Royal Order by His Majesty the King of the Kingdom of Cambodia.
- Commandeur de la Légion d’Honneur by the President of French Republic.
In March 2016, received the Asia-Pacific Health Leadership Award from the Government of Bangladesh and the PPP Organization.
Personal Life
Married in 1995 to H.E. Madam Tum Setha. The couple has two childrens ,Thomas and Emma.
